What it does

A 500-point accreditation model for university hospitals that scores the triple mission (clinical care, education and research) as one system, filling the gaps that both JCI and TÜSKA leave. Six pillars and one cross-cutting pillar hold 431 active indicators (479 in all, 21 of them critical) across 53 sub-pillars, with Platinum, Gold, Silver and Bronze tiers. Environmental sustainability is part of the model: green hospital certification, carbon footprint, renewable energy, sustainability reporting, the climate impact of anesthetic gases and inhalers, a climate action plan overseen by the board, and green purchasing. The model is set out in 13 Turkish design documents, and a live pilot platform runs self-assessment, scoring, validation, surveyor access and AI-suggested indicators.

Pilot Platform

A single-page app in plain HTML, CSS and JavaScript with no build step, running on Firebase (Firestore, Storage and Authentication with surveyor roles) and seven Cloud Functions. AI suggestions come from DeepSeek, called only on the server with personal data masked. An indicator pipeline generates the platform's indicator data and guide from one dictionary, so the documents and the app never drift apart. Version 1.9.2, with 359 checks across seven jsdom test files.

Design Document Set

Thirteen Turkish design documents: the design document (pillars, scoring, governance), the indicator library with a detailed scoring guide, the surveyor field handbook (a five-day site visit by seven or eight surveyors every three years, tracer methodology, interview techniques, evidence hierarchy, 15 scenario guides and 11 appendices), an executive summary in English, and the technical specification of the target platform (10 modules; a NestJS, PostgreSQL and Kubernetes target stack; KVKK and ISO 27001 security; 32.5M TL to build and 11.7M TL a year to run, on a plan of 12 months and 20 people). A pilot with five to seven hospitals is planned from the third quarter of 2027, with first accreditations in 2029.
