How is structural equation modeling carried out, step by step?

Structural equation modeling is not one procedure but a sequence whose order matters: if the steps are taken out of order, the result cannot be interpreted. The paper sets out specification, identification, estimation, measurement-model testing, and only then structural interpretation, for researchers in the social and behavioral sciences, justifying why each decision belongs where it does.

Interpreting structural coefficients before the measurement model holds is measuring a building with a warped ruler.
